I like using a 6'10" rod for most topwater applications. I fish walking baits tip down as well and this length works best for me. I could see using a 6'6" rod, but I think much shorter would sacrifice some casting distance, and much longer would certainly hit the surface I'm standing or the water.

Which lb test should I get? I have a 10lb Spiderwire Fluorobraid which is scary thin, almost SHARP with its .0069in(.175mm) diameter and I can't believe people are actually using that thin a braid for baitcasting. Mark's in B'ham is an awesome shop. I went there with my brother a couple of years ago to pick up an AR for him. It's amazing how they fit so much in that little store.
