When you said 17 sec free spool for vertical do you mean vertical from palming side or from handle side? The yoke is definitely installed correctly. That was the first thing I thought it was when I first noticed it wasn't lined up.

Here's some pictures of the pinion gear being slightly higher and not lining up with the main drive gear...
