The part I'm missing is the end cap.
Digital calipers has the ID of the female threads inside the spindle is around 9.5-10 mm if someone can check their spectrum/ESN reels?

Well... in a somewhat of a 'haven't got anything to lose' gamble, I mixed some Meguiars Mag and Aluminium polish with grease, and applied to the main and pinion gears like normal grease. Thinking was that the polish will knock off any uneven points of contact at a quicker rate than normal gear wear....
