You can put another spacer washer under the drag star. This will give you max drag sooner, but will also not allow you to back the drag off fully. ...

No mine doesn't hit the cap. Just felt like it wouldmt loosen all the way but close. I think mine is fine.

No, it's not like the typical Abu rod. It is true to its ratings and handles 3/8 oz well. I threw a Vision 110 on it, but its a little fast for jerkbaits imho. I haven't used the specific H3 mentioned above, but I have owned an 7' LMH. The sensitivity is top-notch. If you're ok with average-grade cork, that's an excellent choice.
