I upgraded my Conquest 101HG with the 96mm handle from the Ocea Conquest 200/201 PG. I wanted to keep the factory look as much as possible.

what type of line are you using? I would try again with new washers and no grease to see if that helps. Drag should have been restored with new washers. I am using braid on that reel. I just spooled my Ryoga 1520 with 0.40mm mono line. I got 278 feet (~92-93 yards) on.
