I know the Rayz Spectra series is quite versatile. I fished one a bit when my buddy had one. Handled moving baits and jigs quite well.
Tip is soft and tapers nicely into the butt section. The butt gives in a progressive way.

For really any leader, I run it so the leader knot is between the reel and the first guide. Usually does well for me casting and also for pitching, as the leader "should" be out of the guides if you are pitching at that leader length.

I like the 23 better all around. More gear ratios, smooth, casting is improved, reel feel slightly more comfortable...price is less than the 17 as well (mostly due to the exchange rate).

There are those "in between" finesse reels such as the Aldebaran 30 and Alphas SV 800s (shallow spool). They give you a little more line capacity than a BFS reel.

The rod will work for that. The taper/power is fairly light but, can still set the hook and bring fish in. The taper will cushion fighting in current quite well. How does it compare to the Phenix Classic BFS? I think Cal will be better suited to answer that. He has been deep diving into many Phenix...

It makes a difference in the casting motion. The reduced weight also means reduced inertia and momentum. I felt a small difference when using spiral wraps on UL moderate blanks when cast super light lures. For bass BFS, won't be any measurable difference. The reduced amount of guides will help more than any perceived reduced casting performance
