I actually catch topwater cats on accident every year. Usually, it occurs early in the morning, when I am fishing near creeks, and coves. It seems to be right around what would probably be pre-spawn for the cats. You'll just see cats cruising in, and out, in shallow water. Apparently, they are feeding pretty actively, even into daylight hours. Megabass has a catfish topwater lure called "Noisy Cat" and it even has a slot for a glow stick on the back. http://www.megabass.co.jp/site/products/noisy-cat/
Looked at the pictures and it is a bit hard to make out, but looks like the rod is in use there.
