color of fly rod blank and wrapping???

Is there any truth to the statement that I have heard that the color of a fly rod blank and the wrapping will effect the way the fish respond? In other words, do the trout respond negatively to bright wraps and unusual colored blanks? Do dark/ black blanks and dark/ black wrapping outfish bright colors all other things being the same? A very well reputed rod builder told me that bright colors spook trout and that black is the most effective.

This would be a hard thing to quantify.

Although I'm the one who asks why hook manufacturers have shiny hooks. I would want to go with a matte finish.
