A foregrip is cork or foam above the reel seat screw. Something to grab on to. My Helium3s have EVA foam on the reel seat screw, but I wouldn't say that counts as a foregrip, because it literally does not extend beyond the screw. It's about an inch of foam or so, maybe a tad more. A foregrip is usually 2-4 inches long, a place either to rest your fingers (or use it as leverage) or to hold the rod itself. For long rods I know a foregrip would be nice to get leverage when fighting a big fish, but for bass, walleye, pike, smaller stream trout (not giants or anything), I don't think you really need to grab in front of the reel to get enough leverage, but I'm sure it helps some people.
