Most of the water I fish now is very clear. Long casts are imperative. The bait I use most, 3/8 One's Bug. Would the HLC spool be effective?

The HLC (1514 anyway) will cast certain 3/8th ounce baits very well with the right rod. But not a 3/8th ounce lure with a lot of mass like the One's Bug. What lakes do you fish with clear water?
I have Tatula HLC, and not a great caster.
I would use some of Shimano baitcasting reels, or even a spinning combo with a braid, if you really looking for over 50yards casts.

HLCs are picky. Half ounce and over is the only safe way.
