Besides rubber, what other materials work well for spinnerbait skirts?

You could always try buck tail and/or flashibou like the musky fishermen do

silicone has worked the best for me, more color patterns than rubber and it doesn't melt like rubber. The other big one is Lumaflex, it is like a cross between flashabou and silicone, but more expensive than both.
