Is there a way to minimize a high gloss finish?

If it is spinner blades you can use some 2000 grit wet sand and that should dull it. If you are trying to do this to jigs, I have used matte clear powder paint with some success. Lastly, you can just strip the jigs and powder paint them flat black.

Crankbaits.

I prefer mat finish to gloss. I didn’t notice I placed an order they were Hot Tiger, not Mat Tiger

It’s actually more of a preference than a demand.
