Sanding part 63 or remove part 65 alphas r edition

Hi guys.

I'am restoring an old r edition alphas and got donor parts from an old tdx 105HVL (the odd model that has the worm gear under the thumb rest) I have an issue on part 63. Based on my caliper its 27.3 and on my sol its 26mm. Its a 1.7mm diff thats causing the spool to be uneven and cant close the side plate. on the schematics there is a washer part 65 under the CCC and its a 1mm thickness. What do you guys think. Should i sand part 63 to get 26mm or remove part 65 ?

My thought is washers are placed for reason, probably best not to remove it. Good luck
