Exact same ratings, 2" apart - what techniques did Shimano have in mind with these two glass rods?

The difference is just the length. Mostly for Japanese and US market. I like the 6"10" when fishing tight structure and making shorter casts with smaller square bills or other smaller cranks.

It's interesting you say that bc there is no 610M-G JDM model, but there is a 70M-G JDM model offered lol.

Will the 610MG throw 5/16 - 3/8oz crankbaits well? Or too light?

Weird. The 6'10" used to be the "long" rod model for Japan. I haven't kept up with their rod selection the past few years.

It will handle 3/8 ounce with no issue.
