Using backing or not really depends on what type of fish, for bass which typically no hard run, 40 yards cast plus 20-30 yards room for fight is plenty enough even with light drag setup. How full? with thin 4-6lb braid I add backing until 2/3 of spool then braid to about 3/4 full (typically of super shallow spool level). These days new spinning reel come with groove on spool show some type of level of line.
Full spool vs half spool on light lure effect casting distance for sure. Not about the weight but more like easy flow out of spool lip.
